Letter from Doreen Rue, HSNT CEO
Health Services of North Texas has been standing by our patients and community for 35 years. As I look back at 2023 and this 35-year milestone, our progress and impact are as relevant and meaningful today as in 1988. We are grateful to all who have stood with us as we evolve to address and improve the health and wellbeing of our community. To stand by our patients means to be ready and available to care for our patients. To do so we must know them well and focus our efforts to meet them where they are on their health and wellness journey.
2023 was an exceptional year focused on improving access to care through the expansion of primary care for children and adults, including prenatal care. Investments in our clinical teams and staff and enhanced use of technology to deliver extraordinary care improved the health status and clinical outcomes for our patients. We received recognition from the Community Health Center Program at the federal level with the Bronze Level Health Center Quality Leader award for the impact of our quality focus. While the overall clinical quality recognition received was appreciated, the real joy is seeing our patients’ health stabilize and improve.
I am incredibly proud of HSNT and our stakeholders for the steadfast commitment and determination to address the growing need in our community and stand by our patients over this past year.
This report will highlight our efforts and commitment to our patients, their care, and the communities we serve.

Thank you for taking a look at our annual report. Within these pages you will find the highlights of an eventful year serving the health needs of the greater North Texas community, a place we value, one that we all – patients, stakeholders, and staff – call home.
As the board of directors, we take seriously our stewardship of the community resource that is HSNT. We work to focus our strategic planning toward helping folks thrive. We ensure that HSNT leadership and staff are well supported. We mind the finances with an eye toward long-term stability and growth. We enable the organization to deploy state-of-the-art patient care technology within a robust infrastructure. We seek to continually build our services and enhance our quality.

Introducing the Healthy Champions Cohort
In 2023, HSNT introduced our Healthy Champions Cohort, a Patient Centered Medical Home initiative tailored to providing targeted assistance to 272 of our diabetic patients. The efficacy of our collaborative approach, supported by an array of educational resources and enhanced case management care provided by our team, played a pivotal role in fostering patient empowerment and success throughout the year.

It’s truly inspiring to be a part of this experience with the Healthy Champions program. The impact our team has made in such a short time is remarkable, from providing testing supplies to empowering patients to take control of their diabetes management. Building personal relationships with patients and seeing their growth and confidence flourish is incredibly rewarding. Having someone who is dedicated to being a supportive resource for patients, especially during challenging times, is invaluable. I have no doubt the program will continue to thrive and make a difference in many lives.

HSNT providers are committed to standing with our patients as they do the hard work to improve their health. In addition to the work
being done inside HSNT’s six community health centers to provide quality effective care through 51,418 visits, we are also focused on being present in the community, breaking down barriers to access.
Our Daily Bread Collaboration
To more effectively connect unhoused individuals to accessible medical care, HSNT and Our Daily Bread have begun a collaboration with the support and partnership of Texas Health Resources. Three days per week, LaSandra Rose, one of HSNT’s dedicated Licensed Vocational Nurses, is stationed at Our Daily Bread’s Wellness Center to provide guests with first aid and health education. She and Our Daily Bread’s Care Coordinator work together to link guests to care at HSNT health centers and help them overcome barriers to receiving essential services.

Introducing Our Newly Renovated Pediatric Health Center
In response to Denton County’s growing need for affordable pediatric care, HSNT expanded our team with two experienced pediatricians and refurbished one of our Denton health centers at 4308 Mesa Drive. Dr. Stephen Schulman and Dr. Parmbir Bhangoo, boasting nearly 60 years of combined experience, joined in October of 2023, coinciding with the completion of renovations at 4308 Mesa Drive. These enhancements address the area’s medical provider shortage, increasing access to care for over 12,500 uninsured children and 17,200 children living in poverty. Through this center, HSNT offers a comprehensive, patient-centered approach, including well visits, immunizations, and behavioral health services, reaching over 3,800 children across four Denton locations in 2023.
Supported by a grant from the Health Resources and Services Administration (HRSA), the renovated pediatric health center now features ten exam rooms and a more efficient layout. Adjacent to the pediatric facility, HSNT provides primary healthcare for adults at 4304 Mesa Drive, ensuring convenient access for the entire family.

After seeing kids in my private pediatric practice for 38 years in Denton, I feel blessed to now be working at HSNT with its warm, welcoming, caring environment. I am fortunate to be working with knowledgeable, experienced staff and providers who truly care about treating patients and their families with compassion, dignity and expertise, and being able to provide the very best care to all the children in North Texas regardless of their financial situation, insurance or socioeconomic status.

Mammogram Mobile Unit
In collaboration with Texas Health Resources, HSNT connected 345 patients to mammograms through Texas Health Resources Mobile Health Screening Mammogram service. This important partnership has helped create further access for the women in our community.

I love working in Women’s Health because of the continuity of care provided in this service. I get to take care of women for most of their lives, from helping young women to choose contraception, to providing obstetrical care to expectant mothers, to older women going through menopause, and everything in between. It is wonderful seeing the children born through the pregnancies that I have followed. I know the care provided in our clinic is the best it can be. I have been a recipient of that care with my diagnosis of breast cancer last year. I understand the importance of getting a mammogram every year and that it can be normal one year but abnormal the next year. It is with outstanding gratitude that I can touch my patients’ lives and have them touch my life in such a significant way. I will never regret my chosen field and the influence it has had on me and the people I work with and care for every day.

Meet Janice Hill, FNP
Introducing HSNT Midwife Program
Our local community need for obstetric care has grown exponentially over the past 3 years and the strain on local providers and hospitals has been felt. Recognizing that maternal health is foundational for a healthy community and the role midwives play in improving the health of women and their babies throughout pregnancy is proven, HSNT is delighted to announce that we have added additional bench strength to our already excellent women’s health team, under the leadership of Dr. Antonio Asis, OB/GYN.
HSNT is pleased to introduce Samantha Eubanks, DNP, ARPN Certified Nurse Midwife leading this innovative program to support growing community need. Ms. Eubanks is credentialed as a Doctor of Midwifery, extensively trained, and has many years of experience delivering babies. When possible, Ms. Eubanks will be present in the hospital to deliver babies, and provide emotional and physical support during labor, reducing the strain on local obstetricians. She will partner with HSNT’s Women’s Health Nurse Practitioners to provide culturally competent, meaningful prenatal care, education, and support for women throughout their pregnancy, including postpartum care.

Behavioral Health Symposium
In November 2023, our Medical Director, Dr. Starr, spearheaded a Behavioral Health Symposium, gathering all HSNT providers for an enriching exchange. This symposium provided a platform for our dedicated team to delve into critical issues impacting patient care. From crisis management to self-care strategies, and discussions on adult and pediatric ADHD, our providers had an opportunity to explore innovative ways to better serve our community. Supporting mental health happens across all service lines and being able to help HSNT patients not just physically but mentally makes a world of a difference. “We’re not done, but I think the spotlight is firmly on mental health. It is essential to what we do.” HSNT Medical Director Dr. Starr emphasized.

James Pinkston is a very kind, understanding, and intuitive listener. He is extremely patient with me and issues that I need to repeatedly go over. In the past, I have been treated with exasperation (slight as it was) but he is always patient whereas counselors in the past got frustrated with my grief and constant second-guessing. Ending the HIV Epidemic (EHE)
In the past year, HSNT has made significant strides in our mission to increase healthcare accessibility and combat the spread of HIV/AIDS. Through our initiatives in Denton and Plano, we provided free HIV screenings to 289 individuals, facilitating early detection and intervention. Of those screened, 10 individuals tested positive, and we promptly connected them with the necessary care and case managers to support them. Additionally, we expanded our outreach efforts by launching a ‘Resources’ page on our EHE website, empowering the public with vital tools to engage in our shared goal of ending the epidemic.

I appreciate all the healthcare workers from the people at the front desk to the people we don’t see but talk to when we have any questions... Then there’s the nurses that are really the heart of any doctor’s office or hospital. Then there’s Laurie. She listens to her patients and takes very good care of us. If I have a question about my health or I want to try a new vitamin or medication, she tells me what she knows and if she doesn’t [know about it] she’ll research it and will let me know if it’s a good thing or something I don’t need. My work at HSNT, caring for and educating patients on how to live healthy and productive lives while living with HIV, is incredibly rewarding.
In addition to treating the disease itself, I am incredibly passionate about teaching patients to live more healthfully through implementing improved dietary and lifestyle choices. This approach helps my patients to prevent additional chronic diseases and extend overall long-term health.
